Apply a permutation to a matrix.

Arguments

type(Matrix_ps),	intent(in)			::	mat	The matrix to permute.
type(Matrix_ps),	intent(inout)			::	mat_out	The permuted matrix.
type(Permutation_t),	intent(in)			::	permutation	The permutation to apply.

Undo a permutation applied to a matrix.
